How to make paper Tough Binding ?? i had 3-4 stack of paper didnt work then i used it all up to make paper stacks still doesnt work

are you sure you can even MAKE one?
take a Tough Binding pattern, and shift over it if it says paper, idk

the paper tough binding is in the game but how to make it i think its for creative only admins can i trade my paper for paper tough binding and also i cant join the server minecraft keeps crashing (version 1.7.10) and i play with AT Laucher
