Exit portal at End protected - can't respawn dragon

The exit portal at the End and an area around it is protected, which means that players cannot place ender crystals to respawn the dragon. That means that we can't get dragons breath, which is needed in some mod recipes, we can't get elytra and can't get to new End cities. People also can't get themselves elytra.

Is it possible that this can be changed please, as it is limiting our experience of the modpack. Many thanks.
