BuildCraft Filler

The Filler is not o n the ban list. In fact I have used it many times. Today however when I try to place it it just pops back into my inventory. My question is why? I have disconnected, restarted game, even rebooted pc.

I think that it is simply not added to the ban list. It causes high server latency, so they will probably ban it soon if they haven't already
