This doesn't work on the ATM server, the /enchant command doesn't list the names of the enchants and JEI (no NEI) doesn't have an option for dumps. I know you need to do /enchant modname:enchantname # to add non-vanilla enchantments but its very hard to find a list of the exact names used by...

It should be approx a 1/10 to 1/15 drop-rate from creepers (not using the Arthana or looting), they're not supposed to drop if the creeper came from a spawner or wasn't killed by a player.
