What did they do?
Continuously stealing items without permission. As well as changing my tesseract channel in order to feed into his island.

According to the trust list of this claim, there are two other users with explicit build permissions in this claim in addition to those you listed in your report - Lexi_Cake and PopsicleStickz. I was also not finding any evidence of stolen Fortune upgrades from the automated sieve you described. The majority of the items removed from inventories on the island, from what I can tell, seem reasonable for what someone living on the island would be doing.

Did you explicitly tell Popsiclestickz to stop whatever they were doing, and if so, what was their response?

Even though he is not living there, he is trusted with builder permissions by someone who lives there, presumably the owner of the island. If you don't want him on the island, you need to remove him from the /trust list. Otherwise, it is much trickier to distinguish what can be considered "stealing".

The only thing I could see to escalate this would be to request the higher-up admins to look at chat logs to see where he was asked to not take things. My own ruling on this would be that because he is on the trust list of the island, it is only stealing if he does it after being explicitly told not to.
