I chose to escalate this to a permanent ban, due the player significantly griefing two players who had trusted them previously. I also am of the strong opinion that a ban for something like this should only be allowed to expire after an acceptable appeal is presented to the staff for consideration.
EDIT - The base was originally investigated by Royd and Skylor. I simply documented the ban and entered it into the system.
