Like RobloxianPLAYS said its /enchant <NameOfEnchant> <Number>. That is how it works with most of all the enchants. You always have to keep the base part of the command and then what you are doing with that command :)

1) it was a typo :) naturally I meant /enchant silk touch 1
2) figured out it was /enchant silk 1 (no touching)
 still unsure how to obtain enchants like soulsteal, or lightbringer or other fancy stuff - so keep posting if you happen to know of a full list or something
4) meow

go into your NEI, goto options, tools, data dumps, next to enchants is a button called dump. now in your installation directory there will bea folder called dumps, in there is a file, open it with notepad++ or whatever you want to use, and in there is all of the enchants in that modpack. for best results don't use the name of the enchant, but rather the number.

the method may be different, i'm going off memory, and i'm pretty sure if something around that.

also, you can just do /enchant and it will list all of the enchants possible for that tool/weapon, pretty sure it only lists vanilla ones though.

This doesn't work on the ATM server, the /enchant command doesn't list the names of the enchants and JEI (no NEI) doesn't have an option for dumps.
I know you need to do /enchant modname:enchantname # to add non-vanilla enchantments but its very hard to find a list of the exact names used by mods and the list of enchantments they add.
